To allow adjustment of a service system in accordance with occurrence of a service impossible vehicle, thereby improve convenience of a traffic system.SOLUTION: When service impossible notification is output from any of a plurality of service vehicles, a service schedule creation part 62 creates a service schedule for loading a proxy vehicle based on planned stop time Dwp1, Dwp2, Dwp3 and target velocity V1 determined by a normal service schedule as a service schedule to be provided when service vehicles except the service impossible vehicle which outputs the service impossible notification first pass through a service schedule update point Pu, respectively from time when the service impossible notification is output.SELECTED DRAWING: Figure 8
