To provide a flight control system and a flight plan creation method capable of creating an efficient flight plan.SOLUTION: A flight control system has: a first unmanned flight vehicle having a battery; a power supply device which supplies power to the first unmanned flight vehicle; a flight management device which manages flight vehicle information regarding the first unmanned flight vehicle, and flight of the first unmanned flight vehicle; and a flight plan creation device which creates a flight plan of the first unmanned flight vehicle, in which the flight plan creation device selects a first power supply device on which the first unmanned flight vehicle can land when occurrence of an abnormality of the first unmanned flight vehicle is detected based on the flight vehicle information and battery information of the first unmanned flight vehicle under flight, and creates a first movement plan for moving second other unmanned flight vehicle from the first power supply device to a second power supply device when the second other unmanned flight vehicle lands on the first power supply device based on power supply device information received from the flight management device.SELECTED DRAWING: Figure 15

    【課題】効率的な飛行計画を作成することが可能な飛行制御システム及び飛行計画作成方法を提供する。【解決手段】飛行制御システムは、バッテリーを有する第1無人飛行体と、第1無人飛行体に給電する給電装置と、第1無人飛行体に関する飛行体情報、第1無人飛行体の飛行を管理する飛行管理装置と、第1無人飛行体の飛行計画を作成する飛行計画作成装置と、を有し、飛行計画作成装置は、飛行中の第1無人飛行体の飛行体情報及びバッテリー情報に基づいて第1無人飛行体の異常発生を検知した場合、第1無人飛行体が着陸可能な第1給電装置を選択し、飛行管理装置から受け取った給電装置情報に基づいて、第1給電装置に他の第2無人飛行体が着陸している場合に、他の第2無人飛行体を第1給電装置から第2給電装置に移動させる第1移動計画を作成する。【選択図】図15
