To provide an electric power conversion system which can inhibit damage of the other semiconductor elements even if one of multiple semiconductor elements on a first surface of a heat receiving plate breaks down, and to provide a railway vehicle.SOLUTION: An electric power conversion system of one embodiment has multiple semiconductor elements, a heat receiving plate, and a first partition member. The multiple semiconductor elements form an electric power conversion part. The heat receiving plate supports the multiple semiconductor elements on a first surface.
