PROBLEM TO BE SOLVED: To provide a cap tread rubber composition for a winter tire, which improves, in a well balanced manner, fuel economy, wear resistance, performance on ice and snow, and high-speed performance (steering stability and grip performance) on a low-temperature road without ice or snow, and a winter tire using the composition.SOLUTION: The cap tread rubber composition for a winter tire comprises: a rubber component comprising natural rubber and/or isoprene rubber, butadiene rubber and styrene butadiene rubber; and a filler. In 100 mass% of the rubber component, the total content of the natural rubber, the isoprene rubber and the butadiene rubber is 80 mass% or more, the content of the butadiene rubber is 30 mass% or more, and the content of the styrene butadiene rubber is 0.3 to 10 mass%; the content of silica is 60 mass% or more in 100 mass% of the filler; and the content of particulate silica having a nitrogen adsorption specific surface area of 190 m/g or more is 50 parts by mass or more with respect to 100 parts by mass of the rubber component.SELECTED DRAWING: None
