PROBLEM TO BE SOLVED: To suppress an error in electric leakage detection that could occur when the connection state of a battery and a prescribed voltage temporarily changes.SOLUTION: Provided are a battery controller 50 and an electric leakage detection unit 70 for determining electric leakage in a high voltage circuit having a battery pack 10, wherein an alternating-current signal of a prescribed frequency is outputted to a signal line connected to the high voltage circuit, the peak value of the alternating-current signal is detected, and electric leakage in the high voltage circuit is determined on the basis of the peak value. The high voltage circuit includes photo relays Pip, Pin and relay switches 14, 15 for switching the connection of the battery pack 10 and a ground voltage between an electrical continuity state and a cutoff state, with the overlapping of a point of time when the photo relays Pip, Pin and relay switches 14, 15 are switched from the electrical continuity state to the cutoff state and a point of time when they are switched from the cutoff state to the electrical continuity state with a period from when output of the alternating-current signal begins to when the peak value of the alternating-current signal is detected, disabled.SELECTED DRAWING: Figure 1
