In train safety control using a moving block method, use of the maximum wheel diameter for speed calculation or the like as in the related fixed block method is not necessarily controlled so as to be directed toward a safety side. Therefore, when a wheel diameter beyond a normal range is set based on a comparison result between the set wheel diameter and a normal range of the wheel diameter, two appropriate types of the wheel diameters are used for safety control of a train after being selected among three types of values including the maximum wheel diameter and the minimum wheel diameter in the normal range, and the wheel diameter beyond the normal range.
