The invention discloses a vector pump jet assisted multi-fin ray independent drive fluctuation propulsion underwater robot which comprises a robot body, a first drive device and a second drive device. The number of the first driving devices is two, and the two first driving devices are symmetrically arranged on the two sides of the machine body. The first driving device is used for driving the machine main body to advance, yaw, pitch and/or roll; the second driving device is mounted at the rear end of the machine main body; and the second driving device is used for driving the machine main body to advance and/or yaw. The maneuverability and the flexibility of the underwater robot can be improved, and meanwhile the stability is enhanced.
