The invention relates to the technical field of marine transportation, and discloses a transportation, laying and recovery system. The transporting, laying and recycling system comprises a laying system used for transporting, releasing or recycling underwater working equipment. The laying system comprises a supporting assembly, a loading cabin and a buoy. The loading compartment is coupled to the supporting assembly in a longitudinally movable mode, the loading compartment is provided with a first working position and a second working position, and the first working position is higher than the second working position. Wherein when the laying system is implemented to transport underwater working equipment, the loading cabin is located at a first working position; when the deployment system is implemented to release or recover the underwater working equipment, the loading compartment is located at the second working position. The loading cabin of the laying system can move longitudinally, so that the laying system can freely switch the working position of the loading cabin, the function of transporting, releasing or recycling the underwater working equipment is achieved, and the problem that the underwater working equipment is difficult to lay and recycle is solved.
