The invention discloses an offshore wind power lifting-lug-free single pile turning and hoisting tool, which relates to the technical field of offshore wind power fan installation and comprises a center body, a C-shaped lifting arm, a lifting shaft, a connecting shaft, a turning oil cylinder, a box-shaped supporting leg, a guide rail frame, a side bracket and a horizontal pushing stepping mechanism. The C-shaped suspension arm is movably connected with the center body disc, the single-pile flange is integrally clamped through the box-type supporting legs evenly distributed on the circumference of the center body disc and the telescopic tongues arranged in the box-type supporting legs, hoisting and turning-over operation is achieved, stability is high, safety is higher, and the overall efficiency of hoisting operation is improved.
