The invention discloses a monitoring system and a monitoring method for longitudinal displacement of a steel rail, and aims to reduce the monitoring difficulty and shorten the measurement time on the premise of ensuring the measurement precision. The monitoring system comprises a laser range finder, a positioning device and a processing device, and the laser range finder is electrically connected with the processing device; the laser range finder is located on the side of a steel rail, and the emitting direction of the laser range finder and the longitudinal direction of the steel rail form a 90-degree angle; the positioning device is arranged on the rail web of the steel rail; the laser range finder is used for periodically sending laser beams to the positioning device so as to measure the optical path between a light source and the positioning device; the positioning device comprises at least one reflecting surface and is used for enabling a part of the arrived laser beam to return along an original path; an included angle larger than 0 is formed between the reflective surface and the steel rail; and the processing device is used for determining the longitudinal displacement distance and the displacement direction of the steel rail based on the set initial position and the optical path and the included angle measured in two adjacent periods.
