The industrial camera and the data processing host are powered by a solar power supply device, a cross scale is arranged on a steel rail to be measured, X-axis scales of the cross scale correspond to the longitudinal direction of the steel rail in the driving direction, Y-axis scales of the cross scale correspond to the vertical direction of the steel rail perpendicular to the driving direction, and the industrial camera collects steel rail images with the cross scale regularly and uploads the images to the upper computer. And the upper computer gives an alarm for the longitudinal displacement and the vertical displacement of the steel rail exceeding the preset range. According to the invention, the camera connected with the solar power supply device is fixed on the fixed pile arranged on the frozen soil layer, and the longitudinal displacement and the vertical displacement of the steel rail are monitored in real time by adopting the cross scale.
