The invention provides a range extender and a range-extended electric vehicle. The extended-range electric vehicle comprises a heat circulation system, a heat exchange device, a power system and a range extender. Heat energy generated by the range extender is transferred to the heat exchange device through the heat circulation system; electric energy generated by the range extender is transmitted to the power system; and when the ambient temperature outside the vehicle is lower than 0 DEG C, the range extender is set as follows: when the extended-range electric vehicle runs in at least part of speed intervals in the running working condition of the Chinese passenger vehicle in GB/T 38146.1, the sustainable power of the range extender is lower than the power required for keeping the electric quantity of a battery unchanged. The range extender can improve the energy utilization efficiency and the energy-saving requirement of the electric vehicle in the low-temperature environment.
