The device comprises a flat car body, a guide pillar sleeve, a movable guide pillar, a first grinding electric block and a second grinding electric block. The guide pillar sleeve comprises a sleeve body, a first connecting part and a second connecting part, and the first connecting part and the second connecting part are connected to the two sides of the sleeve body respectively. One end of the movable guide pillar is elastically connected in the sleeve body, and the other end extends out of the sleeve body. The first grinding electric block is elastically connected to the first connecting part and rotatably connected to the movable guide pillar. The second grinding electric block is elastically connected to the second connecting part and is rotatably connected to the movable guide pillar. By arranging the first grinding electric block and the second grinding electric block, the rail- changing electricity-taking device of the low-voltage flat car can be applied to a scraggly conductive rail or two conductive rails which are not connected when the rails are changed through a rotating table, and an electricity taking effect is guaranteed.
