The invention relates to a four-wing opposite-flapping type hovering flapping wing structure and an aircraft, and belongs to the technical field of aircrafts. Each of the hovering flapping wing structure and the aircraft comprises at least two turning gear modules and at least two wing modules which have the same structure and are longitudinally arranged; each turning gear module comprises an incomplete gear, an outer gear and an inner gear; the outer gear is meshed with the inner gear; the incomplete gear is meshed with the outer gear within one angle range and meshed with the inner gear within the other angle range in the process of rotating by one circle; every two adjacent turning gear modules are coaxially installed, and one turning gear module rotates by 180 degrees by taking the axis as the circle center. The inner gear is connected with two wing modules which are spaced by 180 degrees; each wing module comprises a wing plate perpendicular to the outer circumferential face of the corresponding inner gear. And the wing plate flaps in a fan shape under the rotation of the inner gear. Compared with vertical flapping of wing modules in a traditional flapping wing structure, continuous positive lift force can be generated, and the hovering effect of the aircraft can be achieved.
