The invention discloses a variable-frequency hoisting mechanism and a tower crane. The variable-frequency hoisting mechanism comprises two variable frequency motors, two reducers, a winding drum, a hoisting detection unit, and a gear shifting controller, wherein the two variable frequency motors comprise a first motor and a first frequency converter for controlling the first motor, a second motorand a second frequency converter for controlling the second motor; the two reducers comprise a speed change mechanism which is connected with an output end of the first motor and has a first adjustable reduction ratio, and the speed change mechanism which is connected with the output end of the second motor and has a second adjustable reduction ratio; the winding drum is connected with the two reducers and commonly driven by the two reducers so as to drive the load to hoist or fall; the hoisting detection unit is used for detecting a measurement value of the load; and the gear shifting controller is used for controlling the speed change mechanism with the first adjustable reduction ratio and the speed change mechanism with the second adjustable reduction ratio based on the measurement value of the load to adjust the reduction ratio.
