The invention provides a road travel time predicting method, system, and device. A road is divided into a plurality of road segments. In the case of a road segment without an emergency, an initial travel time acquired through monitoring is used as the real travel time of the road segment. The processing time of an emergency is considered in the case of a road segment with an emergency. Once the emergency happens, the travel time of the correlative road segment must be prolonged and the normal travel time fast recovers after the emergency is processed. Thus, the initial travel time of the road segment without the emergency and the predicted emergency processing time are added to be used as the real travel time of the road segment. By means of the above method, an upstream travelling vehicle may acquire not only congestion prompt information of a following road segment, but also information about specific congestion time such that a driver on a road obtains accurate travel time so as to plan a path according to the travel time.
