The invention discloses a cutting type rail traffic vehicle anti-creeper comprising a base structure and a sleeve component. The base structure is fixedly connected with a vehicle chassis and used for installation of cutter assemblies. The sleeve component is used as a resistance structure. The ends of the inner cutter assembly and the outer cutter assembly are provided with inner cutters and outer cutters used for cutting the sleeve component respectively. The inner cutters and the outer cutters are arranged in the circumference direction of the end planes of the sleeve component in a staggered mode. The end, used for fixing the inner cutters, of the inner cutter assembly is provided with an inclined face. According to the cutting type rail traffic vehicle anti-creeper, the inner cutters and the outer cutters are adopted, the cutting depth of each cutter is reduced, in this way, the probability of tipping of the cutters and the probability of breakage of cutter handles are reduced, the service lives of the cutters are prolonged, and it is guaranteed that the cutting energy absorbing process can be completely and effectively conducted; the sleeve component, the inner cutter assembly, the outer cutter assembly and the installation base are assembled into a whole, and therefore the installation precision of the anti-creeper and the stability of the cutting energy absorbing process are guaranteed.
