Paper shows that majority of successful British military aircraft used in World War II owed much to contractor initiative, and that few of very successful machines evolved as result of strict adherence to military specifications; it is concluded that factors such as cost of aircraft, rate of technological change, and weapons system concept all tend to militate against company initiative and to force contractor into closer relationships with military.
