Many nations today face the choice between procuring new aircraft or upgrading their existing aircraft fleets. Upgrading is frequently seen as a cost-effective solution to meet new or expanding mission requirements in a timely fashion with a limited budget. A key aspect of any upgrade program is the testing phase, for this is where the new capabilities come to fruition. Given a proven aircraft system, such as the F-16, the question is often asked why a ground or flight test program is even needed for an avionics-only upgrade. This paper will explore the benefits of flight-testing aircraft upgrade programs by examining the principal areas of technological, programmatic, and economic risks. Examples and lessons learned from actual programs, either tested or currently under test at the 416th Flight Test Squadron, Edwards AFB, California, will be incorporated. Lessons can be easily applied to other procurement programs.
