Variational problem of most efficient utilization of fuel considered for case of rocket with separate fuel and energy sources operating in field free space; it is found that exhaust velocity should be low (but not zero) initially and should rise, during powered flight, in manner described; this solution leads to propulsion efficiency; some properties of variational solution discussed.
