Rate of deterioration of visibility during bad weather conditions in Northwest Europe is such that little improvement in overall regularity of operation can be expected until aircraft are able to land blind; British European Airways takes view that system selected to improve regularity must also contribute to increase in level of safety; attainment of objectives is possible only through use of fully automatic system capable of surviving single major failure; stage-by-stage program to implement policy in Trident is planned to extend over 4-5 yr period in which weather minima will be reduced to "zero-zero".
