This paper proposes a traffic state estimation model based on FCM-Rough set. This model is a multi-section model. An urban route on the east second ring road of Beijing, China has been selected as the test site. The proposed model has been evaluated with empirical data. Test results show that under certain conditions, the urban expressway traffic state estimation method based on FCM-Rough set is effective. The model can deal with large amounts of data from several sources of detectors. It is able to process and analyze the relevance of the sub-sections and entire section. The model has the lowest identification rate of 95.77% and a highest false identification rate of 0.13%.
