The launch in 1957 of the first artificial satellite, Sputnik, placed in a low orbit and emitting its famous “beep‐beep”, paved the way for space radiocommunications. Despite the nature of the “spectrum‐orbit” resource, which is characterized by scarcity and non‐appropriation, since it is located in outer space, it is managed directly by States, in accordance with the principle of the sovereign right of each State to regulate its telecommunications, as recognized by the ITU. From the 1970s onwards, a new approach marked the legal regime of the orbital spectrum resource aimed at promoting its use in the interest of all States. The environmental protection of the “spectrum‐orbit” resource first manifested itself in the pollution caused by space debris. Environmental issues are becoming increasingly important in the regulation of satellite radio communications.
