This chapter explains the relevant regulatory issues and activities related to non‐geostationary satellite orbit (non‐GSO) Fixed Satellite System, non‐GSO Radio Navigation Satellite Systems and non‐GSO satellite systems with short‐duration missions (SDM) at the international level. The International Telecommunication Union (ITU) spectrum and satellite orbit regulatory regime started with the first ever World Administrative Radio Conference in 1963 that included in the Radio Regulations, first edition in 1906, the basic articles related to space services. The Radionavigation Satellite Service is defined in RR No. 1.43 as a radiodetermination satellite service used for the purpose of radionavigation. Due to the ever‐ending progress of technology and the inherent development in the operation of the spectrum and satellite orbits, the management of this natural and limited resources has become a vital issue within national and international decision‐making bodies.
