Hurricane Katrina was one of the deadliest hurricanes ever to hit the United States. It was quickly followed by Hurricane Rita, another powerful Atlantic hurricane but with significantly less casualties, in part, due to better evacuation preparedness and planning. By the time Irene rolled around in 2011, the affected areas as a whole were much better prepared, although there was still significant damage to property and infrastructure. Just as communities were rebounding from Irene, solidifying evacuation plans, and seemingly escaping the 2012 hurricane season relatively unscathed, Hurricane Sandy swept in, inflicting casualties and tremendous property damage all along the Northeastern Atlantic Coast, shattering any morsel of complacency. Though hurricanes themselves cannot be avoided, better evacuation plans and procedures can significantly reduce their impacts. Using Katrina as a focal point, this chapter will describe what evacuation plans were in place (at the federal, state, and local levels); evaluate them in light of Hurricanes Katrina, Rita, Irene, and, most recently, Sandy; examine the actual evacuation activities following these incidents; describe the components of a successful evacuation plan; and conclude with recommendations and policy implications for both New Orleans and any community susceptible to hurricanes or other natural disasters.
