While airports have always had an uneasy relationship with the environment, the relationship has evolved dramatically in recent years. On the one hand, greenhouse gas (GHG) emissions have become a much stronger cause for concern. The global character of the GHG problem challenges established patterns of thinking about airport environmental impacts. At the same time, the canonical airport environmental problem, noise, has been transformed as the result of improving capabilities to redistribute it through procedures enabled by advanced navigation technologies. In this setting, concepts such as “new” noise and “rich” noise become equally as or more salient than the conventional acoustical metrics. An additional challenge is posed by the fact that noise and GHG emissions often “compete” in the sense that a reduction of one translates into an increase in the other, creating a trade space involving highly disparate impacts and stakeholders. These factors suggest the need to rethink longstanding policies governing airport environmental impact, and methods for environmental impact analysis. This chapter elaborates on these points, presenting both current methods for analyzing and mitigating the GHG and noise impacts of airports, and the policy challenges faced in optimally controlling these emissions.
