The Soviet Union began developing solid‐propellant strategic missiles in 1958, but this proved more difficult than expected. Like liquid propellants, a composite solid propellant comprises an oxidizer and a fuel. The first is a potassium or ammonium perchlorate or nitrate, while the second is aluminum powder. The composite may also receive an explosive as an additive to improve performance. In 1961‐1962, OKB‐586 studied a competitor of Korolev's RT‐2: the 3‐stage solid‐propellant RT‐20. Decree No. 565‐197 of May 22, 1963, decided on the creation of the 8K99/RT‐20 missile, with OKB‐586 responsible for prime contracting. It was a hybrid rocket with a solid‐propellant 8S991/15D15 first stage and a liquid‐propellant 8S992/15D12 second stage. The decree of August 24, 1965 entrusted the 15J41/RT‐21 ICBM project to OKB‐586. It was a 3‐stage rocket of 36 t that was to be developed in three versions: road, rail and silo.
