There are many obstacles identified that stand before the successful instantiation of Mobility as a Service (MaaS). The obstacles identified in this chapter have largely been identified by the EU sponsored MaaS research or development projects. To some extent they are therefore European focussed, but to our experience and observation is that they are largely generically applicable obstacles that will have to be faced in most parts of the world. This chapter focuses on eight groups of these obstacles: level of community readiness, level of social engineering readiness, perception of risks, level of market readiness, level of software solution readiness, training, timing, and institutional and governance. And while most of these issues can be overcome, it is clear that MaaS is not yet mature and still very much a work in progress that, in many cases faces institutional and structural changes in direction, and will take much time to maturity.
