A good understanding of the relationship between highway mobility and winter weather and road maintenance is essential to the development of cost‐effective, sustainable winter road maintenance programs, policies and standards, and operation strategies. This chapter provides an overview of the effects of winter weather and maintenance operations on highway mobility, summarizes the latest findings on both microscopic and macroscopic effects of winter road weather conditions, and demonstrates the applications of various mobility effect models for quantifying the benefits of winter road maintenance.
