This chapter describes the benefit of performance measurement in responsible and sustainable winter maintenance management, an overview of common performance measures, and how to overcome the challenges associated with analyzing winter operations performance. In particular, it provides guidelines for the computation and proper use of indices to normalize the varying influence of weather and level‐of‐service expectations so useful comparisons can be made over time or between different locations. The performance measurement and normalization theories are applied in a step‐by‐step example. Finally, it describes some techniques to make performance and expenditure data more accessible to their intended users.
