The purpose of this chapter is to document the progress state departments of transportation and local public works agencies have made in developing and implementing sustainable winter road maintenance practices during the past three decades and how the role of research and collaboration deepened our understanding during that process.
During this period, winter maintenance operations have progressed from a “reactive process” to a “proactive process”. The reactive work culture allowed snow and ice to accumulate on the roadway and then used brute force to remove the accumulation and applied grit to improve traction. The proactive work culture now takes appropriate actions such as utilizing snow‐engineering techniques in roadside design and employing anti‐icing applications to the roadway before the storm arrives. This “proactive process” results in a higher level of service during and after the storm while minimizing the impact to the receiving environment.
