At the end of the Soviet Union, in August 1991, Ukraine became an independent country, confirmed by a referendum on December 1st, and a member of the Commonwealth of Independent States. Denuclearization was funded by the United States under the Nunn‐Lugar Act's Cooperative Threat Reduction Program. Ukrainian Space Agency is within this political context that Ukraine organizes its space program. To ensure maintenance of the national industry and ground‐based infrastructures, the industry is integrated into the Space Agency by Decree No. 236‐r of March 25, 1999. On August 12, 1996, the ground‐based infrastructures were consolidated into the National Center for Control and Testing of Space Vehicles. With NASA, Ukraine carried out the flight of astronaut Leonid Kadenyuk in November 1997 on the Columbia shuttle. For many years, Ukraine had been carrying experiments of V.A. Kordyum and E.L. Kordyum on Byon satellites and manned flights.
