The results of laboratory studies investigating the energy dissipation caused by the placement of roughness elements to impede the downward thrust of water near pier faces are summarized. The purpose of the investigation was to evaluate the effectiveness of the method as a viable countermeasure for local pier scour. The results indicate that the roughness element size and spacing had various effects on the energy dissipated from the downward thrust of water and, therefore, the potential to reduce local pier scour. On the basis of the results that are presented, it should be feasible to develop countermeasures that can be retrofitted to existing piers, which will measurably reduce local pier scour. However, additional laboratory and prototype scale testing will be required.
