Although the concept of road capacity remains open to debate, randomness is a well-known feature of capacity. Previous attempts to estimate capacity have met difficulties in validation and application. A new empiric capacity estimation method that uses extreme value distribution (EVD) was developed. The EVD method has been widely applied to meteorological science for many years, especially to precipitation and flood prediction. Results of this study show that the EVD method can provide a clear and intuitive approach to capacity estimation with empirical data.
