The California Air Resources Board has worked with the Environmental Protection Agency (EPA) and the affected railroads in drafting a Memorandum of Understanding (MOU). The MOU should be signed subsequent to the closure of the final EPA locomotive rule in February 1998. This article discusses the MOU process, the details of the program, and the benefits to be gained by industry and government working cooperatively together.
