In towns, noise has become one of the environmental variables which presents one of the highest degrees of sensibility to the conflict originated on the one side, by an acceptable degree of internal mobility, and on the other, by the environment. Both variables seem to have been drawn into an argument not easy to work out, unless radical measures are employed which, in most cases, are interpreted by citizens as a lose in comfort and so difficult to be applied. An alternative via pretends to soften this conflict by means of several urbanistic alternatives of rationalization: the reallocation of commercial areas, the study of transport mobility downtown, the promotion of public transport, the creation of pedestrian areas. Here we present the conclusions about the possibility of easing the conflict between mobility and environmental quality based on the exhaustive campaign of noise measures carried out in the town of Rosario, Argentina during 1997. With the correlation model obtained as a result of the experimental work, modifications of mobility and its influence on noise quality of downtown should be analyzed.
