This paper summarizes the development history and present situation of refrigerated container, analyzes the modes, scale and policies of developing refrigerated container transportation in China. The development modes and scale are: (1) The production of refrigerated container should be divided into two categories, i.e. the IAA (IA) 40 feet refrigerated container or heating container in accordance with ISO (GB) standard and the 10D (10DD) type; (2) 40 feet refrigerated container may be free to have power source, but must adopt mechanically refrigerated method; (3) The annual output of refrigerated container must reach more than 1 000 TEU with annual increase of about 35%. The development policies include: (1) Strengthening the leadership of organization and macro control, and working out development plans as soon as possible; (2) Actively coordinating and developing the through transportation of refrigerated container; (3) Introducing advanced technology, and quickly set up some production bases for refrigeration and power supply equipment; (4) Strengthening the study and research, and concentrating on the solution of power supply problem; (5) Vigorously developing the special platform car for container; (6) Building more wharves and stations for refrigerated containers in a planned way; (7) Adopting favorable policies, and assisting the production of refrigerated containers.
