Since early 1995, the American Bureau of Shipping (ABS) has supported various elements of the Department of the Navy investigating the possibility of pre-positioning forces as well as large quantities of military equipment and supplies on Mobile Offshore Bases (MOB). Current concepts include a series of mobile offshore drilling unit (MODU)-like structures joined together to form a facility capable of handling air and sea cargo delivery and transfer. However, there is no precedent for such a structure and, thus, criteria to be applied to evaluate the fitness of any proposed alternative is needed. ABS was asked to outline such a set of approval criteria. The initial steps taken by ABS in this tasking is described.
