The 1990s have seen significant developments in railway organisation, legislation and methods of procuring trains and train maintenance services. LUL (London Underground Limited) has created a suite of mandatory standards and associated manuals of good practice to ensure the requirements and responsibilities for train maintenance are clear and the Rolling Stock Engineer, as LUL's internal regulator, can assure the safety of the trains irrespective of vehicle type and ownership or the provision of train maintenance services. This paper outlines the structure and contents of LUL's train maintenance standards and how their development has been influenced by changes in organisation, legislation and the provision of train maintenance services.
