Aircraft crashes into structures containing hazardous materials are a continuing source of concern for activities at or near airfields. Most past analyses have been concerned with robust structures, e.g., nuclear powerplant containment buildings. Recently, probabilistic risk assessment (PRA) techniques have been applied to analyzing the risks associated with activities involving hazardous materials at military installations. Some of those activities occur in less robust structures. Thus, more extensive modeling of aircraft crashes, structure responses to aircraft crashes and the abnormal environments experienced by hazardous materials have been required. This paper describes the methodology and models used by Logicon RDA, in support of the Defense Special Weapons Agency (DSWA) weapon system safety assessment program, for assessing risks associated with aircraft crashes into structures. The methodology uses probabilistic models of aircraft crashes to develop crash scenarios involving aircraft crashing into structures. Each crash scenario can result in an impact on the structure and, depending on the structural response, an abnormal mechanical and/or thermal environment for hazardous materials or its containment.
