Besides transportation, the airship is considered to have great potential as a station for surveillance and traffic control because of its long-endurance performance in the air, its robustness, and its ability to carry a large payload, both in time of peace and of large-scale desaster. A general survey is conducted to identify the roles in which different airships can perform. As the result of the study, it can be said that types of airships and missions should be deliberately chosen for airships to the part in rescue operations with other aircrafts during a disaster. However, in the area of telecommunications and surveillance at high altitude where airships have no competitive systems, they have great potentials to function as a very effective traffic management system which includes telecommunication relay and remote sensing means. And they are operational both in ordinary times and at time of emergencies.
