This paper describes the work being done by Pacific Gas & Electric Company (PG&E) to promote development of effective, efficient EV charging technology and load controls. In cooperation with the Electric Power Research Institute (EPRI), PG&E has established a unique EV infrastructure testing laboratory at the Clean Air Vehicle Technology Center. Designed to test different charging systems, including fast chargers, the laboratory can be easily reconfigured to evaluate battery systems, vehicles and their components, on-site generation and storage technologies, load management controls, and other infrastructure options such as connecting equipment and billing mechanisms. Following PG&E's newly developed protocols, initial testing will evaluate various chargers for power quality, energy efficiency, and magnetic fields. Subsequent work will assess the effectiveness of on-site generation or storage technologies to mitigate any negative load impacts. PG&E anticipates that use of this independent laboratory - which is open to the EV industry at large - will expedite optimization of efficient, safe, and convenient charging technologies that are compatible with the utility system.
