Total Life Cycle Cost (TLCC) analysis can indicate whether paying a relatively high initial capital cost for advanced technology with low operating and/or environmental costs is advantageous over paying a lower initial cost for conventional technology with higher operating and/or environmental costs. While minimizing life cycle cost is an important consideration, it does not always result in technology penetration in the marketplace. The consumer often identifies non-cost related benefits or drawbacks that make a more expensive option comparatively attractive. The consumer is also likely to heavily weigh initial capital costs while giving limited consideration to operating and/or societal costs. Policy-makers considering external costs, such as those resulting from environmental impacts, may reach significantly different conclusions about which technologies are most advantageous to society. This paper summarizes a TLCC model which was developed to facilitate consideration of the various factors involved in both individual and policy decision making. The model considers capital, operating, salvage and environmental costs. This paper presents results for cars, vans and buses covering various alternative means of propulsion. The TLCC model is structured around twelve integrated modules. The model has been developed to operate on an IBM or compatible personal computer platform using the commerical spreadsheet program Microsoft Excel Version 4 for Windows and can be easily kept current because of its modular structure which provides easy access to embedded data sets for review and update.
