Standardisation of the communication links to be utilised by ATT applications is a vital requirement if true regional and national systems are to emerge. In order to provide seamless interfaces between different equipment types, systems and across state and national boundaries, interoperability of individual and independent equipment will be required. This requirement was recognised at an early stage in the DRIVE I programme and is now regarded as a crucial activity within the current programme. The urgency for standardisation is particularly acute for Automatic Fee Collection, where there is a clear commercial case for early introduction of ATT over wide geographical areas and a requirement for interaction between autonomous systems covering neighbouring road networks. This paper describes the organisational context and the approach being adopted towards the achievement of Pan-European standardisation for ATT Communications. While the progress being made in all communication spheres is summarised, the work being carried out by CEN Technical Committee TC/278 working Group 9, on the definition of standards requirements for the Dedicated Short Range Communication Link (DSRC), is described.
