Initiatives such as DRIVE and PROMETHEUS in Europe are prompting the development and implementation of a wide range of Advance Transport Telematic (ATT) systems aimed at improving travel efficieny and safety. One such system is dynamic route guidance (DRC) where drives with in-car equipment are guided to their destination on their optimum route, taking account of current/forecast traffic conditions. Research has shown that, even under 'normal' traffic conditions, the average 'wasted' mileage due to drivers being unable to select their best route this typically some 6 % to 8 %; much of this should be able to be saved with an efficient 'static' route guidance system where routes are based on average link costs. In situations where traffic conditions are highly variable or abnormal, perhaps due to an unpredictable, incident, routeing inefficiency can be very much higher, and a dynamic route guidance system able to guide drivers around the incident could provide substantial benefits.
