In its description of the development, enactment and enforcement of national and international passenger ship legislation, this paper deals with principles and philosophies rather than matters of detail. The paper provides the background to particular requirements, discussions and repercussions of serious casualties and outlines the differences between passenger and cargo ship legislation. Although mainly written from a marine engineering viewpoint, it also examines the influence of public opinion, Government policies and the International Maritime Organisation (IMO).
