Ballistic flight maneuvers of long-term orbital space stations require the solution of a class of problems associated with forming operational orbits during long-term maneuvering intervals. Such problems are classified as multistage stochastic programming problems. Fuel levels required for working orbit formation are optimized by appropriate choice of discrete maneuvering parameters at the stage of planning the operational orbit. The paper gives a formulation of the planning procedures for forming operational orbit maneuvers together with techniques for implementing them.
