Protection of the West's technologies, especially in electronics and command and control, can be maintained by indoctrinating those in government, the defense industry and academia in the value of security, especially with militarily critical technologies. Because command and control is one of the principal capabilities needed to ensure an outcome favorable to the United States and its allies in any future conflict, it is critical that US superiority in this area be maintained. US initiatives in the critical technologies control process stem from changes to the Defence Department militarily critical technologies list and form inputs by other departments and agencies. In developing this list, the various technical working groups accomplished state-of-the-art investigations in research, product development, and manufacturing.
