The capacity of urban road networks is severed by many events such as natural or man-made disasters, accidents, highway reconstruction, and chemical spills, referred to as nonrecurrent incidents. A computer software package, Transportation Emergency Decision Support System, developed to guide emergency vehicles determine the best alternative route to the destination under modified network conditions. The network modification is exercised in the edit and information modules.
