The National Communications System has been exploring ways to prevent or respond to major interruptions in national security emergency preparedness telecommunication capabilities. One approach to restoring communications rapidly in a disaster area is to deploy commercially available transportable telecommunication systems. The efforts focus on ensuring that telecommunications are available to federal agencies and, in some instances, to state and local agencies charged with responding to or managing emergencies or crises. They center around a three part program consisting of the Nationwide Emergency Telecommunications Service program; the Commercial Network Survivability program; and the Commercial Satellite Communications (SATCOM) Interconnectivity program. When fully implemented, these programs will increase the probability of call completion for users by enhancing the survivability and robustness of carrier networks and increasing the number of available routeing options.
